I am 5'2 and 140lbs (sad to say...working on that) and just bought a 2007 Suzuki Boulevard s50. It really fits me well. It's comfortable for my frame....hope this helps:)

No problem with a Harley with a set of schocks very low. Some bikes are 23" from the ground like mine. 1450cc Softail yes Madam, let's go and buy your own, you will find the exact bike for you. gook luck.

I ride a 2007 Yamaha VStar 650 and am your height and just a few pounds more it is a nice bike. Fits me very well. Feet are always flat on ground when at a stop. Sit on as many as you can until you find the 'one'.

I ride a Honda Shadow Aero 750 and its perfect for me. I am the same weight and height as you, so you might want to give that a try. Keep trying till you find one that feels good for you. Good Luck.
