I'm pretty short myself (5'2") and I'm very happy with my Yamaha V-star 950. I did a lot of research and concluded that this bike had the lowest seat. I'm a new rider, only two months! I'm loving it. :) Good luck!

Pam makes some great points. I would only add that you probably don't need a bike the same size as a 200 lb. guy would want. You really wear a bike like clothes; it has to be a good fit, and that means taking the time to try it on.
Whatever you choose, practice picking it up, as detailed elsewhere on the site. Most people drop a bike for one reason or other, and knowing in advance that you can pick it up is a great confidence booster.

The best bike for you is the one that you want. You will have to make some adjustments, though. You might have to lower the bike, put a lower seat on it, have the handle bars adjusted. I would diffently suggest, finding ergo hand levers, they are wider then the standard levers, but I don't know if the make them for all bikes. Just don't wear high heels, you run a risk of your feet slipping, especially on gravel or dirt, even if they have the slip resistant tread on the bottom, that tread wears off. If need for more height, get your self some boots with rubber soles that add the height you want. And be sure the the boot sole is very sturdy, if the bike fells on your foot the sole just might save your ankle. It has happened to me and the sole saved my ankle.
