Riding Position

What do I change first, the seat or the risers?

I need to adjust my Honda 750 Aero for a better riding position. I'm 5'1" with a 29" inseam. With my uncomfortable stock seat, I can sit with my feet flat on the ground, but I have to lean a little forward to have good control while riding.
I need more pullback and want a seat that's more comfortable, but doesn't raise me any higher or too far back. Thinking of having stock seat modded with memory foam. Aftermarket seats are too costly for me right now. I don't know where to start.

I'd Try the Seat First

I was having problems where I fit well into the bike, but it wasn't a firm enough fit. I had my seat re-done by Mean City Cycles. I'm thrilled with it. However, I ride a different bike (Virago 535) so I can't say what's best for you. I would prefer to avoid lowering kits as much as possible.
