Rear Disk Brake Pads

Bought a used 2001 Suzuki 1400 intruder with 9000 miles. Husband installed rear break pads {worn to metal) 14,000 miles installed another set, the inside pad worn to metal and outside worn at an angle. As in the first set he had to use wooden wedges to get enough clearance to put the outside pad in without shims. What is going on?
