Problem Reaching Forward Controls

I'm a 5'4" 115 lb woman who is having trouble reaching the forward brake control on my 2006 H-D Heritage Classic. I believe this is partly due to the air cleaner cover extending out too far. The extension of the air cleaner cover creates an awkward leg and foot position, which requires me to constantly hold my foot on the footboard so the wind won't blow it off. This eventually creates a cramp in my right leg. Since I will be keeping this bike for a while, I'm considering having a local tool & die shop to somehow move these same forward controls back about 3 to 3 1/2 inches. I'm a little worried about any safety issues that this might create. Has anyone else had this problem? If so, do you have any suggestions?

I'm an inch or two shorter than you so I know what you mean about the air cleaner pushing your right knee out to the side. I've found that as I relax into my bike my butt shifts in the seat to wherever necessary to fit the bike I'm on. (i.e., the more uptight and straight up I ride, the littler I feel.)

If you do need to make alterations to get comfortable on your bike, I'd recommend you consider changing the seat instead of the forward controls. Having an upholsterer put more foam in the back of the seat pan will push you forward, or you could look into other seat brands that fit your body better (I've had good luck with LaPera). Going this route will not only be less expensive but will also keep your resale value higher as it's easier to reverse.
