NY Motorcycle Permit

With a NY motorcycle permit, you need some other experienced motorcyclist to follow you right? I do not have anyone who has a motorcycle permit! What should I do?

Maybe you should phone a motorcycle dealer and ask if anybody there knows of someone to ride with you. Also if you do the skills and traffic tests would those rules be lifted? They are here in Canada.
