few ideas

1. Do the lights come on when the key is turned on?
No, then it could be your indicator cluster panel.
Yes, does not rule out the battery. It may be strong enough to light up but not kick over. Do you have a tester to see how much power the battery has?

2. Can you push start it. If yes and it runs then it is your starter.

Perhaps, Check Starter Switch
by: Anonymous

There is a possibility your starter switch needs to be replaced.

I had an issue with my honda shadow aero 750 just last month the bike would not start the first couple of tries and then, when it did start, the headlights would not come on... and I had to ride about 4o miles home with no headlight! Not something I want to repeat. I was told that the the starter switch on the Honda Shadow Aeros is connected to the lighting. Once the starter switch was replaced, everything worked great.

This may not be the same issue you are experiencing with your bike, yet it might be something to have checked out. Good luck!
