Motorcycle won't start without spraying starter fluid in the air filter

My bike will only start when I spray starter fluid in the air filter, then I have to keep gassing It otherwise it dies. Is the carb jet clogged you think? I took the carb off once aleady and cleaned it all out, and my plugs all have spark
