brakes not working

i just bought a 1986 honda rebel 250 and the brakes are not working. Any ideas?

my gosh it was simple the 250 did create enough pressure to bleed the brakes we had to buy a brake bleeder and they work fine thankyou for sugestions

 no brakes?

does it take brake fluid? check the level. IS it cable? how much play in the cable? How much wear is on the brake pads ? Both front and back?
