Sometimes a loose exhaust manifold can cause this as well as more complicated issues. My advice is to check the simple things first.

Pilot Jet Issues or FI Mapping

Mike,

If your bike is carbureted, this usually is a sign of too lean "jetting" on the pilot (idle) circuit of your carb. If your bike has fuel injection, it needs the idle circuit remapped richer on the bottom.

Does your bike have an aftermarket exhaust and/or less restrictive air filtration? Often, people will put these on a bike, and increase the main jet size (in carbs) w/o paying attention to the lower part of the throttle setting.
