1998 Honda Shadow 1100 California Model vs. Rest of Country Model

I am considering buying a California 1998 Shadow Aero 1100 with reasonable miles on it. I reside in Michigan. My question is, will I notice any difference in a California bike here in Michigan, am I asking for a headache? I understand that there are different emission controls on a California machine. Will this bike be slower to accelerate, more difficult to run, incur more expense to fix? Can this emission be bypassed? Will this bike need to be rejetted? It is a completely stock bike, and I would probably place Vance and Hines longshots on it. I am leery of taking the word of the owner, however because they tend to be interested in the final sale more than anything else, and tend to be yes men. The owner stated that if I replace the pipes, emissions problem solved. I dont think it is that easy. From what the owner told me, the canister is inconspicuous, and hard to see, probably weighs about a pound. My dealer says that it most likely is quite different than a non California bike. Visually similar, but not the same. Am I asking for a HEADACHE? It's my first bike, and like a marriage, I want it to be the right one, but not the last one!! Any help would be greatly appreciated.
